Why did Police wait in Boulder?

Following the Columbine High School shooting in 1999, law enforcement changed their tactics for that type of situation. Rather than stay out of the building . . . go in! This tactic was employed in the Aurora Theater shooting.

So what was the reason that it was 42 minutes after Officer Talley was reported down before police entered the King Soopers in Boulder? Jon Caldera is looking for the answer
